Lynn Barr

Lynn Barr, MPH, is a healthcare entrepreneur and policy leader who has spent her career transforming rural and safety-net health systems into sustainable, high-performing organizations. Before turning to healthcare reform, Ms. Barr shepherded four start-up companies and 12 medical inventions through the US Food and Drug Administration and into markets worldwide, then earned her MPH in Health Policy and Management from the University of California, Berkeley. She went on to serve as chief information officer at a rural hospital in California, where she forged an alliance of eight unrelated rural hospitals and six Federally Qualified Health Centers in California, Michigan and Indiana, serving 12,000 patients as the nation’s first National Rural Accountable Care Organization (ACO). Ms. Barr founded Caravan Health to manage the ACO’s services, leading the development of nationwide programs that improved patient care and helped providers achieve financial success, and saving Medicare more than $500 million while returning roughly half that amount to rural providers across 44 states. Ms. Barr sold Caravan Health, now operating as CVS ACO, to Signify Health, a division of CVS Health, and went on to establish the Barr Family Foundation, which supports rural health, underserved communities, education and the environment. She currently serves as a commissioner on the Medicare Payment Advisory Commission (MedPAC), advising Congress on Medicare payment policy. Ms. Barr has an MPH in Health Policy and Management from UC Berkeley.
